I don't believe anyone with an active wardec against anyone else planning to be present has stated a desire to turn up. That isn't to say that there might not be such a situation.
2007.12.31 16:58 The Star Fraction has declared war on Caldari Independent Navy Reserve. After 24 hours fighting can legally occur between those involved.

Yes it does Kyoko Sakoda. And it will continue to be made year after year until the point sinks home. Listen to me when I tell you. CAIN stand for the STATE not the PEOPLE.
